As you can see, they did update the book. The last page instructs them to avoid cetain dates. The Illinois ban started on New Years eve. No raids took place after midnight, so it was clearly obvious the enforcement was non existant. Nearly a year later, it still it. Many small neighborhood bars still ignore the ban with NO customer, worker, or neighbor complaints. The neighbors don't want people gathering on the streets.

If I was a politician, I'd steer clear of any ban legislation until the investigation of the Illinois governors "blagoban is over. The money he receieved and it sources will be made public in the near future. The Illinois ban was a "textbook" ban with little or no public knowledge until AFTER it passes. Here's the textbook.
www.no-smoke.org/pdf/CIA_Fundamentals.pdf

The justifications for smoking bans keep shifting and getting more flimsy as their reach expands. At first it was that smoking in airplanes could cause the plane to crash, then that smoking in restaurants was harmful but we will never ban smoking in bars. Then they banned smoking in bars to protect the willing employees from harm. Now they are banning smoking in outdoor areas with no justification other than that they can.

The freedom to associate is under complete attack. The rulings against roommates.com and eHarmony are other recent examples.
